Maoists Announce Ceasefire and Collective Surrender from January 1; Ready for Peace Talks

In a dramatic shift, the CPI (Maoist) has announced that all remaining cadres will collectively lay down arms on January 1, formally declaring a halt to armed violence on the same day. The development was confirmed through a letter issued by Anant, representative of the MMC (Maharashtra–Madhya Pradesh–Chhattisgarh) Special Zonal Committee.

The Maoists stated that instead of individual surrender attempts, all members will surrender simultaneously, calling the move an unprecedented step in the organisation’s history. The letter revealed that the arrest and surrender of senior leaders Mallojula and Ashanna, along with the killing of top commander Hidma in a recent encounter, had significantly weakened the organisation. They acknowledged that the Central government’s repeated appeal encouraging rebels to join the mainstream played a decisive role.

The committee further disclosed that an open communication frequency number was released to ensure coordination during the transition period. Clarifying their stance, the Maoists asserted that laying down arms does not amount to betrayal of the people and expressed their willingness to surrender before a government that gives priority to their welfare.

This announcement comes amid the Centre’s intensified Operation Akrosh, under which several leaders have surrendered while others were neutralised in encounters. The recent encounter in Maredumilli, Andhra Pradesh, where Hidma and other key operatives were killed, has escalated pressure on the group. Reports also claim that senior Maoist leader Dev Ji may already be in police custody.

Ceasefire Window Announced; Open Call for Dialogue

The letter, addressed to the Chief Ministers of Maharashtra, Madhya Pradesh and Chhattisgarh, declared that the Maoists are ready for peace talks if governments respond positively. A one-month ceasefire or “killing stop” will be observed from January 1, 2026, during which the group expects the governments to initiate negotiations.

• The Chief Ministers must take initiative for dialogue to address long-standing issues in forest regions.
• The MMC pointed out that a ceasefire declared in 2022 received no official response and urged governments not to repeat the mistake.
• The group demanded open discussions on Adivasi land rights, alleged police excesses and development gaps in tribal belts.
• It accused security forces of killing innocent people under the guise of encounters and warned that peace talks would be meaningful only if such incidents stop.
• Governments were asked to announce officially the time and venue for talks.
• An open phone line will remain active between December 1 and January 1, 2026, daily from 11:00 AM to 11:15 AM, for communication related to talks.
• The Maoists appealed to both sides to respect the ceasefire, ensuring no attacks or counter-attacks during the one-month period.
