A historic breakthrough has been achieved in the long-pending Hyderabad Metro Rail expansion, as Telangana Chief Minister A. Revanth Reddy’s high-stakes visit to New Delhi yielded decisive results on Tuesday. Following a series of focused discussions with key Union Ministers, all major obstacles impeding both the government’s takeover of Metro Phase-1 operations and the launch of the ambitious Phase-2 expansion have been formally cleared, setting the stage for a transformative leap in Hyderabad’s urban transport infrastructure.
The centrepiece of the visit was a 40-minute high-level joint meeting convened at the residence of Union Minister for Housing and Urban Affairs Manohar Lal Khattar. The meeting brought together CM Revanth Reddy, Union Railway Minister Ashwini Vaishnaw, Union Minister G. Kishan Reddy, and senior Telangana government officials, with all parties reaching a firm consensus on the three pillars of the project’s future — metro network expansion, funding mobilisation, and the structural framework for joint central-state partnership.
A significant institutional outcome of the deliberations was the appointment of SBICAPS (SBI Capital Markets) as the project’s financial consultant. The firm has been mandated to deliver a comprehensive study encompassing a full valuation of Phase-1 assets — including outstanding liabilities and equity assessments — ahead of the state government’s planned acquisition of operations from L&T. In parallel, SBICAPS will prepare a detailed cost analysis for the proposed new corridors under Phase-2 and identify suitable international funding agencies to finance the expansion, with the final report set to serve as the basis for all subsequent financial and operational decisions by both governments.
To ensure seamless coordination and accelerated implementation in alignment with Central government guidelines, a dedicated Coordination Committee has been constituted, comprising senior officials from both the Union government and Telangana’s Municipal Administration and Urban Development department. The committee will maintain continuous oversight of the approvals process, monitor progress on Detailed Project Report revisions, and serve as the operational bridge between the two governments throughout the execution of the project.
With these landmark decisions now in place, formal Central government approval for the Hyderabad Metro Phase-2 expansion is widely expected to follow in short order. Beyond resolving the city’s persistent and worsening traffic congestion, the fully expanded metro network is poised to stand as a defining milestone in Hyderabad’s evolution as a modern, world-class metropolis — fundamentally reshaping the daily lives of millions of commuters across the city.
