The US House of Representatives is set to hold a vote on Monday on legislation imposing tough sanctions on Russia. As is known, last month the United States introduced the Lindsey Graham bill, which seeks to impose tariffs on countries that purchase oil from Russia. The bill has already been passed by an overwhelming majority in the US Senate. Although Democrats oppose the bill, the House Rules Committee is set to take it up for a vote on Monday. If passed, the legislation would give President Trump sweeping authority to impose harsh sanctions on countries such as India that purchase oil and gas from Russia.
The bill, titled the “Lindsey Graham Sanctioning Russia and Iran Act 2026,” was passed by the US Senate last month. Democrats are strongly opposing it on the grounds that it grants Trump extensive powers. There are concerns that if the bill is passed, India could face the burden of tariffs given its large-scale purchases of energy from Russia. Analysts also believe it could have a serious impact on India-US trade relations.
Even as they oppose the bill, Democratic leaders have made clear that they will not step back from their support for Ukraine. However, in a statement, they expressed concern that the bill would do more harm than good, warning that it would also increase the price burden on Americans. Meanwhile, it has gained significance that Senate Democratic member Jeanne Shaheen has called for the Russia sanctions bill to be passed. She expressed concern that innocent civilians in Ukraine are losing their lives due to the war being waged by Russian President Putin, and called for the bill — which would hurt Kremlin revenue — to be passed in order to bring Putin to the negotiating table. Sources indicate that it is for this reason that the House Rules Committee is set to take up the bill for a vote on Monday.
If enacted, the new law would grant the US president substantial tariff powers over all countries purchasing oil and gas from Russia. Its stated primary objective is to increase economic pressure on countries supporting Russia’s energy sector through such purchases. However, as is known, some Democrats within the US itself have expressed concerns over these provisions, alleging that Trump has already been making extensive use of tariffs in his trade policy. Democrats warn that placing even broader tariff powers in his hands through this bill would be dangerous.
The bill is not limited merely to tariffs on countries buying Russian oil. It also contains proposals for imposing tough sanctions on the Russian government itself. The bill reportedly allows for sanctions targeting Russian President Vladimir Putin, wealthy Russian industrialists, senior officials, and financial institutions. Through this, the intent is understood to be to increase pressure on the Russian economy and thereby undermine its capacity to continue the war against Ukraine.
