The Telangana government has created the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) to enhance disaster management, asset protection, and related functions within the Telangana Core Urban Region (TCUR). An official order issued on Friday establishes HYDRAA, which will oversee the TCUR, encompassing the Greater Hyderabad Municipal Corporation (GHMC) and extending to Hyderabad, Rangareddy, Medchal Malkajgiri, and Sangareddy districts up to the Outer Ring Road (ORR).
According to the Government Order (GO), HYDRAA will serve as a specialized agency responsible for planning, organizing, and implementing measures for urban disaster preparedness and prevention. It will also coordinate with state and national agencies for effective response and rescue operations in the event of a disaster.
The governing body of HYDRAA will be chaired by the Chief Minister and will include the ministers for Municipal Administration & Urban Development, Revenue, and Disaster Management, as well as the in-charge ministers for Hyderabad, Rangareddy, Sangareddy, and Medchal Malkajgiri districts, the Greater Hyderabad Mayor, the Director General of Police, and other senior officials.
The GO highlights that Telangana is among India’s fastest urbanizing states, with an annual urban population growth rate of 3.2 percent, surpassing the national average. This rapid urbanization is particularly noticeable in the Hyderabad outskirts, driven by sectors such as IT, ITES, pharmaceuticals, biotechnology, warehousing & logistics, aerospace, and renewable energy industries.
