Telangana to implement Hydra-model flood management across state

Chief Minister Revanth Reddy has announced the implementation of a Hydra-model flood management system across all districts in Telangana. This decision follows demands for district-level Hydra-model interventions. The Chief Minister has directed officials to establish similar systems in districts and is set to launch a special drive to address encroachments on water bodies statewide. He emphasized that strict action will be taken against officials who facilitate encroachments, with a special focus on Warangal.

Damage Assessment and Response

In the past decade, there has been significant encroachment on drainage channels, with former ministerial actions leading to large-scale encroachments, particularly in Khammam. The Chief Minister stated that stringent actions will be taken based on a thorough investigation of the facts. He has instructed the Collector and Revenue Minister to take immediate action against the encroachments and to seek court permissions for demolition. Additionally, he questioned whether Harish Rao will demand the removal of encroachments by Puvvada Ajay Kumar.

Relief Efforts and Compensation

Despite 28 centimeters of rainfall, officials acted promptly. However, it is regrettable that there were fatalities, with four people reported dead—two from this district and two from Khammam. In Mahabubabad district, approximately 30,000 acres of crops were damaged. The government has provided resettlement for 680 individuals. The Chief Minister congratulated SI Nagesh for his support during the floods and announced a compensation of ₹5 lakh for the families of the deceased. Plans are underway to relocate residents from three flood-affected hamlets and construct model colonies in the area. A compensation of ₹10,000 per acre of crop damage will be provided.

National Disaster Declaration and Ongoing Measures

Chief Minister Revanth Reddy has written to the Prime Minister requesting the declaration of the floods as a national disaster. He has urged the Prime Minister to visit the state to assess the damage. The Chief Minister also emphasized the need for measures to remove silt from flood-affected areas, control mosquito breeding, and mobilize officials from other regions for relief efforts. Immediate restoration of damaged power lines and documentation of flood-affected areas and causes are required. The Chief Minister stressed that encroaching on water bodies is a grave offense.

Statewide Special Drive and Criticisms

A statewide special drive will be launched to address encroachments on water bodies. Collectors have been instructed to take action against those involved in encroachments and to prepare a comprehensive list of encroachments on lakes and drains. Complaints have arisen that floods in Khammam are due to encroachments by former ministers. The Chief Minister criticized KTR for his comments on the government’s handling of the floods and questioned whether Harish Rao would cooperate in removing encroachments. He noted that KCR has never visited during floods or incidents like the murder of a veterinary doctor in Hyderabad. The Chief Minister urged voluntary and corporate organizations to come forward to assist flood victims.
