Hyderabad: Senior IAS officer Smita Sabharwal has approached the Telangana High Court seeking to quash the PC Ghose Commission’s report on the Kaleshwaram lift irrigation project. In her petition, she contended that her name should be removed from the report, alleging she was not given an opportunity to present her explanation before the findings were finalized.
The PC Ghose Commission was constituted by the Revanth Reddy government to investigate alleged irregularities in the multi-crore Kaleshwaram project. After completing its probe, the commission submitted its report to the state government, with Chief Minister Revanth Reddy later making references to it in the Assembly.

According to the report, Sabharwal, while serving as Special Secretary to the Chief Minister’s Office, had reviewed aspects of the Kaleshwaram construction, visited three barrages on several occasions, and played a significant role in granting administrative permissions. The commission also included photographs of her site visits and recommended action against her.
In her petition, Sabharwal argued that she had not been served notices under Sections 8(b) and 8(c), which would have allowed her to provide clarifications. She maintained that the omission violated due process and requested the High Court to annul the report’s findings insofar as they pertain to her.
