Hyderabad: The officials’ committee reviewing the 650-page report by Justice P.C. Ghose Commission on Kaleshwaram project barrages has released its summary, placing full responsibility for construction decisions and subsequent damages on former Chief Minister K. Chandrasekhar Rao (KCR).
According to the summary, the construction of Medigadda, Sundilla, and Annaram barrages was decided solely by KCR, bypassing expert committee recommendations and without cabinet approval. Preparations for building the barrages reportedly began even before the WAPCOS report and Detailed Project Report (DPR) were finalized. The report cites flaws in tenders, operation and maintenance designs, and construction quality, attributing overall accountability to the former CM.

The commission also highlights financial irregularities and regulatory violations, alleging collusion between project officials and construction companies, resulting in misuse of public funds. It notes that decisions made by KCR, including changes to construction sites and cost estimates, along with design flaws and inadequate quality checks, led to damages at Medigadda barrage. Board members are also held responsible for financial mismanagement, with recommendations for criminal breach of trust action against Kaleshwaram Board officials.
Justice Ghose’s final report, spanning over 700 pages, recommends withholding certifications for L&T regarding Medigadda construction and directs the company to restore Block 7 and rectify defects in other dams at its own expense. The findings underscore significant administrative, financial, and technical failures in the project’s execution.
