Hydra Commissioner Ranganath clarifies scope of operations and legal authority

HYDERABAD: Hydra Commissioner Ranganath has clarified that the current Hydra operations are not targeting residents who built homes years ago in floodplains (FTLs) and buffer zones. He emphasized that the government will decide on policies regarding existing residential areas, while the current focus is on targeting structures and businesses encroaching on lakes, ponds, floodplains, and buffer zones.

Ranganath made these comments during an appearance on RTV’s “Uncensored” program, where he responded to questions from lawyers, journalists, and various representatives. He addressed doubts surrounding the legality of Hydra, dismissing criticisms by pointing out that Hydra was established through a government order (GO), similar to other bodies like the Planning Commission and ACB.

He noted that some encroachments were carried out under the guise of protecting the poor, and that the removal of certain constructions was done following court orders. For instance, the removal of encroachments on the Ramnagar drain and Sunna Lake was executed in compliance with court directives. Ranganath expressed satisfaction with the recent High Court comments on the necessity to prevent lake encroachments and stated that Hydra would be further strengthened based on upcoming needs.

Regarding recent demolitions in Dundigal, Ranganath revealed that permissions were wrongly issued by the village panchayat secretary, which he deemed invalid. He also noted that some panchayats had issued permits using outdated data, leading to the creation of fraudulent documents. Cases are being filed against those responsible for such actions, as well as builders who have fraudulently sold encroached government lands.

Ranganath highlighted that demolitions are not done hastily but follow extensive background work and data collection. For example, in Madhapur, a lake had been entirely filled in for construction, with details collected through satellite images and old village maps. He stated that Hydra does not have the authority to issue notices and that unauthorized diversions of drainage channels are also being investigated.
