A year after India placed the Indus Waters Treaty in abeyance following the Pahalgam terror attack in Jammu and Kashmir, New Delhi’s approach to transboundary river management has undergone a decisive shift, moving from cautious compliance to assertive utilisation of its water resources, with officials signalling that cooperation cannot be separated from concerns over cross-border terrorism and national security.

What began as a diplomatic pause has gradually evolved into a structured policy push, as India halted unilateral data sharing under the treaty and began framing the arrangement as outdated in the face of climate variability, rising population demand, and recurring geopolitical tensions, while maintaining that its water rights must be fully exercised within sovereign boundaries.

On the ground, this recalibration is most visible in accelerated infrastructure development, including the completion of the Shahpur Kandi Barrage on the Ravi river, enabling diversion of flows towards Jammu & Kashmir and Punjab, alongside fast-tracked canal linkage projects connecting Beas waters towards northern agricultural belts such as Rajasthan and Haryana, and proposals to extend inter-basin transfers through the Yamuna system.

Simultaneously, India has placed renewed emphasis on hydropower expansion in Jammu and Kashmir, advancing large-scale projects such as Pakal Dul (1000 MW) and Kiru (624 MW), targeted for completion by 2026, while additional schemes like the Kishtwar Marusudar project and desilting of existing barrages aim to improve storage, regulate flow, and enhance electricity generation capacity in the region.

Together, these steps reflect a broader strategic shift in India’s water diplomacy—one that blends infrastructure acceleration with geopolitical signalling—reshaping the long-standing Indus basin framework and increasing pressure on Pakistan, which continues to raise concerns at international forums even as India maintains that its actions are within its sovereign rights and driven by long-term water security priorities.
