Dubai Updates Passport Photo Rules, Effective September 1

The Dubai government has announced new rules for passport applications, effective September 1, in line with international biometric standards. The updated guidelines specify that passport photos must be clear, with a plain white background, and a size of 630×810 pixels. The face should occupy 85% of the photo, and the image must feature uniform lighting without shadows or highlights.

Editing, filters, or covering the face with clothing is strictly prohibited. Applicants are not allowed to wear glasses, and skin tone must appear natural. Photos submitted for passport applications should not be older than three months. Exceptions are made for religious head coverings, but all facial features—from chin to forehead and edges of the face—must remain fully visible.

The changes follow standards set by the International Civil Aviation Organization (ICAO) for biometric compliance. Authorities have warned that applications failing to meet the new requirements will be rejected. The Indian Consulate in Dubai has urged applicants to adhere strictly to the updated rules to avoid delays.

Officials highlighted that the new regulations are expected to expedite the passport application process while enhancing security. The UAE is home to approximately 400,000 Telugu-speaking residents who will be affected by these changes.
