The Telangana High Court has raised serious concerns over the state’s handling of illegal constructions through its HYDRA initiative, questioning the legality and process behind the demolitions. In a recent ruling, the court condemned the practice of demolishing buildings without prior notice, despite earlier permissions being granted by government authorities.
The case gained attention when HYDRA officials demolished sheds in Ameenpur on September 3 without issuing proper notices, even though there were interim orders in place. The petitioner, Lakshmi, approached the court, claiming that her property was destroyed unlawfully. Justice Lakshman, heading the bench, expressed dismay over the actions, questioning how HYDRA was bypassing existing GHMC (Greater Hyderabad Municipal Corporation) regulations. “Which law allows HYDRA to conduct these operations?” the court asked.
The High Court also demanded that the government explain the creation of HYDRA and how it was granted authority without specific legislation, particularly when the GHMC already has established processes for handling construction issues. The demolition, which occurred without formal communication, has led to widespread criticism of the state’s handling of urban development.
HYDRA has drawn ire from not just real estate developers and celebrities but now also middle-class homeowners. Many residents, unaware of zoning restrictions like buffer zones, fear losing their homes due to conflicting government actions. The court noted that while demolishing illegal structures is necessary, officials responsible for approving such constructions should also be held accountable.
The court’s observations have sparked political debate, with many questioning the efficiency and transparency of the HYDRA system. It also highlighted the disconnect between different government departments—one granting construction approvals, while another orders demolitions.
This case underscores the need for clear, cohesive policies to prevent unnecessary distress to law-abiding citizens, while ensuring that illegal structures are dealt with appropriately.
