Supreme Court Rejects Pleas Against Stray Dog Control Measures

The Supreme Court on Tuesday dismissed petitions seeking the withdrawal of its earlier directions regarding the removal and control of stray dogs from public places. The pleas, filed by animal lovers and the Animal Welfare Board of India (AWBI), challenged the court’s orders aimed at regulating the movement of stray dogs in areas such as schools, colleges, railway stations, and bus stands. The apex court observed that the issue must be treated not only from the perspective of animal welfare but also as a serious matter concerning public safety and protection of human lives.

During the hearing, the Supreme Court stressed that increasing incidents of stray dog attacks cannot be ignored and directed state governments to strictly implement the action plan prepared by the Animal Welfare Board of India (AWBI). The court ordered the establishment of fully functional Animal Birth Control (ABC) centres in every district across the country to effectively control the stray dog population.

The bench further instructed authorities to increase the number of Animal Birth Control centres in districts with a higher stray dog population. It also directed the Central government to closely monitor the implementation of these rules in all states. The court emphasized the need for special surveillance and preventive measures around educational institutions and public transport hubs to ensure the safety of students and passengers.

In a major directive, the Supreme Court ordered both the Centre and state governments to ensure the uninterrupted availability of anti-rabies vaccines across the country for victims of stray dog attacks. The court also directed the National Highways Authority of India (NHAI) to establish a dedicated monitoring mechanism to prevent accidents caused by stray dogs and cattle roaming on national highways.

The apex court further clarified that legally permitted strict action could be taken against rabid or highly dangerous dogs that pose a threat to human life. It also instructed governments to provide adequate protection to municipal and local body employees responsible for implementing these orders at the ground level. The court warned against any form of intimidation or harassment of officials while carrying out their duties.
