Stray Dog Attacks: Supreme Court Directs States to Act or Pay Compensation

The Supreme Court, during a hearing on the issue of stray dogs on Tuesday, made strong observations and warned states of strict action if they fail to curb the growing menace. The court said heavy penalties would be imposed on states that do not take effective measures and made it clear that compensation must be paid for every dog bite. Observing that the impact of a dog bite can affect a victim for a lifetime, the bench stressed that public safety cannot be compromised.

The apex court also expressed displeasure over individuals and organisations feeding stray dogs, questioning who would be held responsible if a child dies due to an attack by such dogs. It asked whether the organisations involved would take responsibility and directed all states to take immediate steps to prevent stray dog attacks. The court warned that failure to act would result in states being ordered to pay substantial compensation for every dog bite and every death caused by dog attacks. Addressing dog lovers, the bench remarked that those who have deep affection for stray dogs should take them home and care for them, adding that concern must extend equally to humans.

The observations come amid a surge in stray dog attacks across the country. In November last year, the Supreme Court had issued key directions, ordering that stray dogs found near schools, bus stands, railway stations, sports complexes and other public places be shifted to shelters. The matter continues to be under consideration, with the apex court monitoring compliance in view of the rising incidents nationwide.
