Strategic Setback? India Reviews Chabahar Investment Plans

Uncertainty has deepened over the future of the Chabahar Port Project in Iran, with reports indicating that India may reconsider its involvement amid mounting challenges, including delays in infrastructure development that have persisted for nearly a decade. The strategic project, once seen as a key gateway for India’s connectivity to Central Asia, is now facing fresh headwinds due to evolving geopolitical dynamics.

According to media reports, India is exploring the option of exiting the project and may sell its stake in the Chabahar Free Zone. India Ports Global Limited, which manages India’s operations at the port, is believed to be preparing proposals to transfer its share back to an Iranian entity, signaling a potential shift in India’s long-term strategy regarding the port.

The developments come as the waiver granted by the United States for India’s involvement in the project is set to expire on April 26, 2026. With US sanctions on Tehran tightening, uncertainty surrounds the continuation of these exemptions, especially in the backdrop of heightened tensions between the US and Iran, raising concerns over the viability of India’s participation.

India has been a key stakeholder in the development of the port on Iran’s southern coast since a bilateral agreement signed in 2016. The project has played a crucial role in enabling India to access Afghanistan and Central Asian markets while bypassing Pakistan, and has also been instrumental in facilitating the supply of food grains and humanitarian assistance to Afghanistan.

Amid the evolving situation, New Delhi is understood to be weighing multiple options, including scaling down or ending its direct involvement, while fulfilling its financial commitments, reportedly amounting to around $120 million. Earlier, the Ministry of External Affairs had confirmed that discussions with the United States were underway, but with the waiver deadline approaching and geopolitical uncertainties persisting, the future of India’s role in the Chabahar project remains unclear.
