Hyderabad: BRS MLC Kalvakuntla Kavitha has raised serious concerns over the delay in implementing the promised 42% reservations for Backward Classes (BCs) in local body elections. In an open letter addressed to Chief Minister Revanth Reddy on Thursday, Kavitha criticized the Congress-led government for failing to deliver on its key commitment outlined in the Kamareddy BC Declaration.
The declaration had assured the completion of a caste census and enhancement of BC reservations within six months of assuming power. However, more than a year into its tenure, the Congress government has yet to implement these promises. Kavitha expressed disappointment, describing the delay as a betrayal of the BC community’s trust.

Highlighting the Congress party’s pledge to allocate Rs 20,000 crore annually for BC welfare, amounting to ₹1 lakh crore over five years, Kavitha noted that the 2024-25 budget allocation fell significantly short. “The first year itself has seen a clear violation of the Kamareddy Declaration,” she remarked.
Kavitha demanded transparency on the caste census, which she claimed was completed but not yet made public. She also questioned the government’s intentions, alleging it was using unscientific enumeration and a ‘Dedicated Commission’ as excuses to delay the implementation.
“The Kamareddy Declaration explicitly promised that BC reservations would be raised to 42% based on the caste census and BC Commission report within six months. Despite the passage of a year, no action has been taken. This negligence raises serious doubts about the government’s commitment to BC welfare,” Kavitha stated.

The MLC also criticized the current state of governance in local bodies, pointing out that the tenure of gram panchayats and other local bodies had ended, leaving special officers in charge instead of elected representatives. She asserted that the Congress government appeared indifferent to conducting timely elections by increasing reservations as promised.
Kavitha concluded by issuing a stern warning to the Congress government, emphasizing that Telangana society would not tolerate a breach of trust regarding BC rights. “The BRS party will continue to fight for BC welfare and ensure that the Congress government fulfills its promise. Immediate action must be taken to increase BC reservations to 42% in local body elections,” she said.
The letter underscores mounting pressure on the Congress government to address the long-pending demands of BC communities and act on its commitments from the Kamareddy BC Declaration.
