The Delhi Police Special Cell has busted a spy network involving a couple who were allegedly passing sensitive information to Pakistan’s intelligence agency, ISI. Police arrested Sahil (25) and his wife Sameera (21), who have reportedly been engaged in espionage activities in coordination with Pakistani agents since 2024. Investigations revealed that the network extended from Delhi to Karachi and Islamabad, with officials stating that the couple were funded by their Pakistani handlers.
Between 2024 and 2025, Sahil and Sameera allegedly procured eight Indian SIM cards and smuggled them to Pakistan via Dubai, receiving Rs 30,000 from their handlers for each SIM card supplied. These numbers were then used to activate WhatsApp accounts in Pakistan, through which Pakistani agents allegedly contacted individuals in India to extract sensitive information. Police said the numbers were also used to infiltrate certain WhatsApp groups in an effort to obtain information related to national security. Investigators further found that Pakistani handlers were communicating with overground workers and sleeper cells in India through encrypted social media platforms. Police also discovered that Sahil had shared details related to court martial proceedings involving Army personnel with Pakistani agents, indicating that the network was specifically working to gather sensitive information related to the defence sector.
Sahil, a resident of Chand Bibi Camp in the Sarai Kale Khan area of Delhi, was the first to be arrested by the Special Cell. An examination of his phone revealed chats with Pakistani agents, based on which Sameera’s role in the network was identified, leading to her arrest as well.
According to police, Sahil first got in touch with a Pakistani agent through Instagram in 2024, with Sameera — whom he had met in 2022 — facilitating the contact. The two later got married. Police said the Pakistani intelligence operative lured the couple into the espionage network by offering them money, with their primary role being to provide logistical support in Delhi and recruit new members into the network.
Two mobile phones were seized from the accused. Sahil had completed his BA from IGNOU and worked briefly under a lawyer, before quitting his job in June 2025 with plans to pursue an LLB. Sameera completed her schooling in Keshavpuram and pursued her degree through correspondence, and was working at a call centre in Noida at the time of her arrest. Police said the arrests have yielded crucial evidence related to Pakistan’s espionage network operating in India.
