Centre Introduces Bill to Regulate Online Gaming and Betting

New Delhi: The central government has already classified online betting as a crime. In this context, Union IT Minister Ashwini Vaishnaw introduced the Promotion and Regulation of Online Gaming Bill-2025 in Parliament on Wednesday. The Bill was tabled amid strong opposition protests, after which the House was adjourned till 2 PM.

The government cited the rising number of suicides linked to online betting apps as the primary reason behind bringing this Bill. The legislation distinguishes between online games and e-sports. Those offering online games in violation of rules will face up to three years in jail, a fine of ₹1 crore, or both. Even individuals involved in advertising such platforms may face up to two years in jail and a fine of ₹50 lakh. Financial facilitators of betting apps could face a maximum punishment of three years imprisonment and a fine of ₹1 crore.

Importantly, under the Bill, players are treated as victims, not offenders. Meanwhile, the All India Gaming Federation has expressed concern that the Bill could severely impact the gaming industry. The body has written to Union Home Minister Amit Shah, urging regulation instead of a blanket ban.

Authorities note that many youths are becoming addicted to betting apps, falling into debt traps, and some even resorting to suicide. Several film and sports celebrities, as well as popular YouTubers, have promoted betting apps and are now facing scrutiny by investigative agencies. While many states have already banned these apps, they continue to operate illegally.

The Centre has now brought this Bill to curb the menace nationwide. Police have also issued advisories urging youngsters to stay away from online betting traps.
