Centre Likely to Introduce Fresh Delimitation Bill in Monsoon Session

New Delhi: The Centre has accelerated efforts to implement the long-pending delimitation exercise, a move that could significantly alter India’s electoral landscape. According to sources, the government is planning to introduce a fresh Delimitation Bill during the upcoming Monsoon Session of Parliament, aiming to redraw parliamentary constituency boundaries and restructure representation across the country ahead of future elections.

The move comes after the government’s earlier attempt to secure parliamentary approval for the Delimitation and Women’s Reservation Bills failed to obtain the constitutionally mandated two-thirds majority. During the previous voting, 298 of the 528 members present supported the legislation, while 230 opposed it. With the required threshold of 352 votes not being met, the bills were not passed.

Sources indicate that the Centre is now pursuing a broader consensus-building strategy before reintroducing the legislation. Senior government representatives have reportedly begun consultations with opposition and regional parties to address their concerns and formulate a roadmap acceptable to a wider political spectrum. The government is keen to avoid turning the issue into a major political confrontation and is seeking support across party lines.

Political analysts believe that recent electoral developments have strengthened the Centre’s position. Changes in the political landscape following Assembly elections in several states have improved the prospects of issue-based support from regional parties. As a result, the government is optimistic about securing the numbers required for the constitutional amendment.

Under the proposed framework, the Centre is considering increasing the strength of the Lok Sabha from the current 543 seats to around 850 seats. Reports suggest that approximately 816 seats could be brought into operation initially. Officials maintain that the proposed expansion is intended to ensure adequate representation and accommodate women’s reservation without causing any state to lose its existing share of representation.

The delimitation debate remains particularly sensitive for southern states. The current allocation of Lok Sabha seats is based on the 1971 Census, and states that have successfully controlled population growth fear that a purely population-based redistribution could reduce their relative representation while increasing the number of seats allotted to northern states. To address these concerns, the Centre is reportedly working on a balanced formula that protects the federal structure while ensuring equitable political representation.

The BJP-led government is understood to be keen on completing the delimitation process before the 2029 General Elections. Sources suggest that discussions with various regional parties are continuing, with the Centre exploring multiple avenues to secure the support necessary for the legislation’s passage. If a broad political consensus is reached, the proposed delimitation exercise could become one of the most consequential electoral reforms in recent decades, reshaping parliamentary representation across the country.
