A controversy has erupted over the neutrality of the Election Commission of India (ECI) after an official communication sent to political parties in Kerala reportedly carried the seal of the Bharatiya Janata Party (BJP), sparking political debate nationwide. The circular, issued by the State Election Commission department regarding election guidelines, was expected to bear the ECI’s official stamp but instead displayed a BJP office seal, raising serious concerns.
The issue came to light after the ruling CPI(M) in Kerala shared the document on social media on Monday, sharply criticizing the development. The party questioned how an official letter from a constitutional body could carry a political party’s seal, calling it more than a mere technical error and alleging that it reflects a weakening of institutional independence.

In its response, the CPI(M) accused the ECI of compromising its impartiality, stating that the incident creates an impression that both the Commission and the BJP are being controlled by the same authority. The party further expressed concern that such developments could undermine public trust in the electoral process and constitutional institutions.
Amid the growing controversy, the Kerala Chief Electoral Officer issued a clarification, acknowledging the mistake and describing it as a “clerical error.” Officials explained that during the 2019 elections, the BJP had submitted a copy of guidelines bearing its party seal while seeking clarifications, and that document was inadvertently scanned and circulated to other political parties.
Authorities denied any political motive behind the incident, attributing it to procedural oversight. However, political analysts noted that such lapses, particularly during election periods, could damage the credibility of constitutional bodies and intensify scrutiny over their neutrality.
