New Delhi – The National Investigation Agency (NIA) has revealed that the Delhi bomb blast was orchestrated by an extensive foreign network, with planning dating back to before 2022. Investigators found that suicide bomber Dr. Umar Nabi, under the instructions of Pakistani handler Ukasha, coordinated with Syrian militants in Turkey along with other doctors. After the Turkey meeting, Umar reportedly joined Al-Falah University in Faridabad.
The probe uncovered foreign handlers’ involvement in radicalization, encrypted communications, and operational planning. Dr. Umar Nabi, Dr. Mujammil, Dr. Adeel, and Dr. Muzaffar Rather traveled to Turkey, where Syrian handlers instructed them to participate in a major operation. Investigators identified Ukasha as the key handler behind the network.
Authorities also discovered that over 40 bomb-making videos were shared via Telegram by handlers. Pakistani-based terrorist groups provided Umar Nabi with training videos, reportedly sent by Jaish-e-Mohammed (JeM) operative Hanjulla. Hanjulla’s name also appeared in terrorist posters in Naugam, Jammu & Kashmir, in October. Security agencies are now actively searching for the JeM handler.
Investigations revealed that Maulvi Irfan Ahmad, a cleric from Shopian, Jammu & Kashmir, helped connect JeM handler Shakil with Umar Nabi and other like-minded doctors, including Muzaffar Ahmad, Adeel Ahmad Rather, and Shaheen Sayeed. Shakil is alleged to have transported explosive materials.
The group, linked to Pakistan-based JeM, reportedly spent months planning attacks targeting high-profile areas in Delhi, Gurugram, and Faridabad. They prepared 200 improvised explosive devices (IEDs) and communicated using encrypted Telegram messages with coded language. Terms like “Biryani” referred to explosive materials, while “Daawat” denoted an operation or event.
