EC Announces Second Phase of Voter List Revision in 12 States

The Election Commission of India (ECI)  announced that it will conduct the second phase of the Special Intensive Revision (SIR) of electoral rolls in 12 states and several Union Territories. The exercise will commence after the conclusion of the Bihar Assembly elections, where the first phase was recently completed. The ECI’s move comes amid criticism from opposition parties over the timing of the Bihar revision.

Chief Election Commissioner Gyanesh Kumar clarified that the process was successfully carried out in Bihar and explained the need for such revisions. He stated that frequent migration, non-removal of deceased voters, and erroneous inclusion of foreign nationals are among the key issues the revision seeks to address. The upcoming phase will cover Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Rajasthan, West Bengal, Tamil Nadu, as well as the Union Territories of Lakshadweep, Andaman and Nicobar Islands, Goa, and Puducherry.

As per the schedule, the printing and training phase will be held from October 28 to November 3, followed by house-to-house verification from November 4 to December 4. The draft electoral rolls will be published on December 9, allowing the public to submit objections or claims between December 9 and January 8, 2026.

Verification will continue until January 31, 2026, and the final electoral rolls are expected to be released on February 7, 2026. The ECI has urged citizens to actively participate in the verification process to ensure accuracy in voter registration and prevent discrepancies in future elections.
