Russian President Vladimir Putin has approved a major financial incentive scheme aimed at strengthening military recruitment as the Russia-Ukraine war continues into its fourth year. Putin officially signed legislation offering large-scale loan waivers to citizens who join the Russian armed forces under contracts with the Defence Ministry.

The Kremlin has introduced the programme to encourage economically distressed citizens and young people to voluntarily enlist in the military. Under the new policy, recruits joining the Russian Army will be eligible for cancellation of outstanding debts of up to 10 million rubles, equivalent to approximately ₹1.33 crore. The waiver will cover not only the recruit’s personal loans but also debts registered in the name of their legally recognised spouse.

According to the provisions of the new law, individuals seeking to avail the benefits must sign a minimum one-year service contract with the Defence Ministry. Russian authorities clarified that the scheme applies only to loans that existed before May 1 and where legal recovery proceedings had already been initiated by banks or financial institutions. The waiver is specifically targeted at overdue debts under court-monitored recovery processes.

The legislation further states that in the event of a soldier’s death in combat or permanent disability caused by severe injuries sustained during military service, all outstanding family debts would be completely waived irrespective of the category or repayment timeline. Officials described the move as part of a broader support package for military personnel and their families.

The decision comes as Russia faces mounting pressure to maintain troop strength amid prolonged military operations in Ukraine. Russia’s partial mobilisation drive in September 2022 had triggered widespread protests and led to an exodus of thousands of young citizens from the country. To avoid another politically sensitive mobilisation campaign, the Putin administration is now relying heavily on voluntary recruitment through economic incentives, including financial bonuses, free higher education opportunities, and extensions of government land lease rights.

Meanwhile, attempts to revive Russia-Ukraine peace negotiations under the leadership of U.S. President Donald Trump have reportedly stalled amid continued tensions and mutual accusations between both sides. With Ukraine strengthening troop deployments along its northern borders and Russia preparing for potential large-scale offensives, military preparedness remains a key priority for Moscow.

International analysts believe the loan waiver programme could significantly attract financially burdened Russian youth toward military service. With Russia’s economy increasingly functioning on a wartime footing, the Kremlin is reportedly targeting the expansion of its active military force to nearly 1.5 million personnel through aggressive recruitment measures.
