Even as the United States readies plans for large-scale strikes on Iran, rapid diplomatic efforts are under way to defuse the crisis. A draft of a preliminary agreement aimed at easing tensions between the two countries has reportedly been prepared, according to Al Arabiya English. China is likely to act as guarantor for the deal’s implementation.
Uranium stockpile: Under the draft, Iran would have two options for its highly enriched uranium: transfer the stockpile to a third country by mutual consent, or substantially lower its enrichment level. Agreement to either option would effectively settle the nuclear dispute.
Strait of Hormuz: The draft proposes reopening the Strait of Hormuz to international shipping within seven days of a preliminary understanding being reached.
Sanctions relief and verification: In return for Iran’s steps, the US would be required to ease sanctions and economic restrictions. The draft also provides for an independent verification system to ensure compliance, along with a dedicated dispute resolution mechanism to address any violations.
Doha proposed for direct talks
The draft names Doha, the Qatari capital, as the venue for direct talks, in place of Istanbul. Qatar has been actively mediating between the two sides. A high-level Qatari delegation, led by the Prime Minister and a senior adviser to the Foreign Minister, arrived in Tehran on Friday and held discussions with Iranian officials.
Vance letter
Separately, a letter from US Vice President JD Vance to Iranian security official Mohsen Rezaei has drawn attention. Delivered through Qatari representatives, the letter reportedly proposes a fresh round of diplomatic talks. If the preliminary deal moves forward, there is hope that the threat of another war in the Middle East can be averted.
