US and Iran Agree on Preliminary Peace Framework, 14-Point Draft Terms Leaked

The United States and Iran have reached a preliminary peace agreement, bringing to a close 107 days of intense conflict and mounting tensions across West Asia. The landmark framework deal, brokered through Pakistani mediation and confirmed by officials in both Washington and Tehran, is set to be formally signed in Switzerland on June 19. While the full text of the Memorandum of Understanding has yet to be officially released, Iran’s Mehr News Agency, citing a source closely linked to the Iranian negotiating team, has disclosed the contents of a 14-point draft agreement.
Background to the Crisis
The agreement comes after months of devastating conflict that claimed thousands of lives in Iran and Lebanon. During the hostilities, Iran had imposed a complete blockade on the strategically vital Strait of Hormuz, prompting the United States to retaliate by surrounding Iranian ports. The standoff triggered a severe global energy crisis and a sharp surge in oil prices. Under the new framework, both sides have agreed to reopen the Strait and initiate fresh negotiations on Iran’s nuclear programme.
The 14-Point Draft: Key Provisions
The leaked draft outlines the following terms. An immediate and permanent ceasefire is to take effect across all theatres of conflict, including those involving Iranian-aligned forces in Lebanon. The United States is required to formally commit to respecting Iranian sovereignty and pledge non-interference in its internal affairs. Washington must fully lift its naval blockade on Iranian ports within 30 days and withdraw its military forces from regions surrounding Iran’s borders.
Iran, under its own supervision, is to reopen the Strait of Hormuz to international shipping within the same 30-day window. Sanctions on Iranian oil and petrochemical exports are to be suspended, with the resulting revenues flowing directly to Tehran. The United States and its allies are obligated to present a reconstruction package of at least 300 billion dollars for war-damaged areas.
Dedicated negotiations lasting 60 days are to follow, aimed at reaching a final agreement on the nuclear question and permanently removing all US primary and secondary sanctions, as well as relevant United Nations and International Atomic Energy Agency resolutions. Iran must reaffirm its commitment under the Nuclear Non-Proliferation Treaty that it is not developing nuclear weapons. During the 60-day negotiation window, the United States is to refrain from deploying additional forces to the region or imposing any new sanctions on Iran.
Washington must release 24 billion dollars in frozen Iranian assets within the 60-day period, with half — 12 billion dollars — to be disbursed before formal negotiations commence. An independent international monitoring mechanism is to be established to oversee implementation of the agreement’s terms. The final peace accord is to be formally endorsed through a United Nations Security Council resolution. Importantly, the scope of final negotiations has been explicitly limited to uranium enrichment and economic reconstruction; Iran’s missile programme and its support for regional resistance groups are entirely excluded from the negotiating agenda.
Challenges Ahead
Iranian officials have made clear that the draft agreement must still undergo full review and approval by the country’s highest institutional authorities. Mehr News Agency noted that economic relief is the central pillar of the deal for Iran, with analysts describing the framework as the foundation for a broader, more comprehensive accord. Notably, Israel — a key American ally in the region — has so far maintained a conspicuous silence on the developments.
